Tom completed his study Tropical Agricultural Engineering Agricultural University of Wageningen in The Netherlands in 1988. He worked fin many of the large emergencies of the nineteen nineties (Sudan, North Kenya, Rwanda, Albania/Kosovo, etc.) functioning as manager of water and sanitation programs in camps, and coordinating NGO's for UN organizations in their water and sanitation programs. He started working as a consultant in 1995, being involved in evaluations, development of guidelines and writing of policies in the field of water and sanitation, emergencies, development and capacity building of local NGO's. As a director of Foundation Connect International he has been extensively involved in the development and capacity building of Southern NGO's and introduction in these NGO's of quality systems and software systems regarding community development, low-cost watsan solutions (SMART Techs) and methods and software for Planning, Monitoring, Evaluation and Reporting (PMER).
