Community Development Officers (CDO's) train, coach and supervise community coaches and see to it that in the area under their responsibility all communities go through the community development process in a proper way.

CDO manuals include:

1. CDO manual - describes what CDO skills are and how a CDO should fulfill his or her tasks to ensure a proper community development process in each of the villages under his or her responsibility.
2. Training manual for training of community coaches - describes the training programs the CDO should carry out to properly train community coaches.
3. Training manual for training of Village Action Group (VAG) Leaders - describes the training programs the CDO should carry out to properly train VAG Leaders (where community coaches are of sufficient level, training of VAG Leaders is often done fully or partly by community coaches).
4. Training manual for training of Village Leaders - describes the training programs the CDO should carry out to properly train Village Leaders.
